If the weight of your trailer when ready to tow is lighter than half of the towing capacity of your vehicle you can use the hitch adapter part # D-192 in the configuration you mentioned.

I definitely have a solution for you, however as you mentioned in your question a standard friction sway bar like the Reese # 83660 or a full weight distribution system that uses this type of friction sway control cannot be used on trailers with surge brakes. This is because the tension they put on the tongue will limit the movement and effectiveness of the surge coupler (and thus your braking).

You can use a weight distribution system on a vehicle with a self-leveling rear suspension like your 2001 Lexus LX470. It is not recommended to try and use two sets of suspension enhancement on a vehicle for a few reasons. One being that if you were maxing out your vehicle suspension and one set of suspension enhancement you are WAY over the vehicle capacity and you shouldn't be towing that setup any way. Another reason is the ride quality would be so harsh that you would hate it. Also the kits were only tested with the factory suspension by itself so it wouldn't be known how it would react.
